The PNP mission, lofty and noble but demanding and difficult, can be pursued only by an organization firmly grounded on core values and a clear philosophy. That philosophy is framed by "service, honor and justice.
Functions:
1.)Maintains peace and order and take all necessary step to ensure public safety.
2.)Promote a more pro-active community in crime prevention and cooperation with the media for factual accounts of crime incidents and perceptions of the police.
3.)Maximize prevention of crimes through continuing police visibility, investigate crime and effect the arrest of criminal offenders and assist in their prosecution.
4.)Neutralize of organized crime groups, especially kidnappers, terrorist, bank robbers and carnappers.
Sustain campaign against dangerous drugs.
5.)Expedite the processing of personnel transactions in favor of deserving personnel.
6.)Perform such other duties and exercise all other functions as maybe provided by law.
Of all the crime incidents recorded under the crimes against properties in the Philippines, theft was the most commonly reported, amounting to around 22 thousand cases. Poverty was found to be one of the major causes of stealing in the country. In 2018, the population below the Philippines' poverty line was among the highest in the Asia Pacific region.
Of all the crimes against persons in the Philippines, inflicting physical injury was the most serious, with nearly 13 thousand reported incidents as of 2019. Physical injury is one of the eight focus crimes of the Philippine National Police (PNP), which also included robbery and theft, among others. The overall tallied incidents for this type of crime had significantly dropped in recent years. As of 2018, incidents of physical injury had been reduced by fourfold in the country compared to the previous year.
In 2014, rape rate for Philippines was 10 cases per 100,000 population. Rape rate of Philippines increased from 3.4 cases per 100,000 population in 2005 to 10 cases per 100,000 population in 2014 growing at an average annual rate of 19.08%.

The NCRPO, in its assigned jurisdiction (Metro Manila), shall enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community.
